Which Saudi City Is Cheapest for Expats in 2026?
Compare the cost of living in Riyadh, Jeddah, Khobar and Dammam in 2026, including rent and purchasing power for expats.
The cost of living can vary considerably depending on where you live in Saudi Arabia, particularly when housing costs are taken into account.
For expatriates choosing between Riyadh, Jeddah, Al Khobar and Dammam, the latest Numbeo data provides an interesting picture of which major Saudi city is currently the most affordable.
According to Numbeo’s Cost of Living Index for Saudi Arabia, updated in August 2026, Dammam is the cheapest among the four cities listed, while Riyadh is the most expensive.
The ranking is based on everyday expenses such as groceries, restaurants, transportation and other consumer costs. Rent is measured separately.
Cost of Living Ranking in Saudi Arabia
The latest figures show the following:
| City | Cost of Living Index | Rent Index | Cost of Living + Rent |
|---|
Based on the combined Cost of Living Plus Rent Index, Dammam is the most affordable of the four, with an index of 29.5.
Jeddah follows at 32.6, while Al Khobar stands at 33.6.
Riyadh is noticeably higher at 38.9, largely because of its higher housing costs.
Riyadh Is the Most Expensive
Riyadh has a Cost of Living Index of 50.6, making it the most expensive Saudi city among the four included in the comparison.
Housing is where the difference becomes particularly noticeable.
The Rent Index in Riyadh stands at 25.4, compared with 16.8 in Jeddah, 14.9 in Al Khobar and just 12.2 in Dammam.
Numbeo’s August 2026 estimates put a one-bedroom apartment in Riyadh city centre at around SAR 4,500 per month.
This means expatriates moving to Riyadh for a higher-paying job should consider housing expenses when comparing salary packages with opportunities elsewhere in the Kingdom.
Al Khobar: High Everyday Costs, Lower Rent
Al Khobar is surprisingly close to Riyadh when rent is excluded.
Its Cost of Living Index stands at 49.7, just below Riyadh’s 50.6.
However, Al Khobar’s Rent Index is considerably lower at 14.9. This brings its combined Cost of Living Plus Rent Index down to 33.6.
A one-bedroom apartment in Al Khobar city centre is estimated at around SAR 2,400 per month, substantially below the equivalent average in Riyadh.
Jeddah Sits in the Middle
Jeddah offers a middle ground between the higher costs of Riyadh and the lower overall costs found in Dammam.
Its Cost of Living Index stands at 46.2, while its Rent Index is 16.8.
The combined Cost of Living Plus Rent Index is 32.6, making Jeddah slightly cheaper overall than Al Khobar according to the latest figures.
A one-bedroom apartment in Jeddah city centre is estimated to cost around SAR 2,900 per month.
Dammam Is the Cheapest of the Four
For expatriates focused primarily on keeping living and housing expenses down, Dammam comes out ahead in this comparison.
Dammam has the lowest Cost of Living Index at 44.6 and the lowest Rent Index at 12.2.
Its combined Cost of Living Plus Rent Index of 29.5 is significantly below Riyadh’s 38.9.
The estimated monthly rent for a one-bedroom apartment in Dammam city centre is around SAR 2,200, less than half the estimated average in Riyadh.
What About Purchasing Power?
Cheaper living costs do not necessarily mean residents are financially better off, since salaries also differ between cities.
Numbeo’s Local Purchasing Power Index stands at 107.2 in Al Khobar, followed by 105.1 in Riyadh, 100.6 in Dammam and 97.4 in Jeddah.
This suggests Al Khobar performs particularly well when local purchasing power is considered alongside living expenses.
For expatriates, however, the real calculation will depend heavily on their individual salary, housing allowance, family size, school fees and lifestyle.
So, Which Saudi City Is Cheapest?
Based on Numbeo’s August 2026 Cost of Living Plus Rent Index, the order from cheapest to most expensive among the four cities is:
1. Dammam — 29.5
2. Jeddah — 32.6
3. Al Khobar — 33.6
4. Riyadh — 38.9
Dammam therefore appears to offer the lowest overall living costs, while Riyadh is the most expensive, particularly because of higher rents.
However, these figures should be treated as a general guide rather than exact costs. Numbeo relies largely on user-contributed data, and actual expenses can vary significantly depending on neighborhood, accommodation type, family size and lifestyle.
For expatriates comparing job offers in different Saudi cities, looking at the salary alone may therefore be misleading. Rent and other local living costs can make a substantial difference to how much money is left at the end of each month.
